I'm assuming that the skills that don't have any labeled benefits don't have any. That's why I want to make some suggestions for them:

Smelting, Lapidary: Introduces a chance of using only 9 of a resource instead of 10, small enough to be balanced for high-level players. Electronics, Munitioning, Tinkering, Engineering: All decrease the chance of burning materials Evading: Increase the chance of evasion very, very slightly, even at an insane level. Navigating: Decrease the cooldown time of the engine (There are no other engines with faster cooldown that I know of, so this will be interesting)

Just some cool ideas, give me some feedback!

I might be dead wrong (as there is no way to tell), but AFAIK, there are currently no skills without any benefits.

The only one was Nav, and it now covers jobs plus map radius.

All crafting skills already work as you expect them to (reduce burn chance). Same with aiming and evading.

Edit: the forum just ate a plus symbol in this post, stupid.
